FOUR Wigan councillors have been investigated after allegations over perks relating to Robin Park super stadium.

External auditors investigated and said undeclared hospitality had been received by Cllrs Ron Capstick, Cllr Wilf Brogan, Cllr Brian Baldwin and Cllr Bernard Coyle.

But they felt it had not affected major decisions concerning the development of the sports complex.

The four have been interviewed by Policy and Resources sub-committee watchdogs.

The ad hoc sub-committee said it recognised a serious breach of rules by Cllr Capstick, chairman of the Public Protection Committee and Licensing sub-committee.

They said the extent of hospitality received by him had not been fully declared. The initial declaration that he received 39 Wigan RLFC tickets was felt to be incompatible with his position. He has been barred from the public protection committee, licensing sub-committees and other regulatory bodies until the end of April 2001. The ban also covers committees and sub-committees which sit in judgement of individual members and officers.

Recreation and amenities committee chairman Cllr Brogan and establishment committee chairman Cllr Baldwin have been banned from sitting on any committees or sub committees which judge individual members and officers.

Both were said to have made moderate transgressions.

Ex-mayor Cllr Coyle was rebuked and warned for a minor transgression in not recording certain aspects of hospitality.
