WHEN the plans for Mill Hill are started, could Blackburn Council look at some of the back streets -- Lindly Street, Jessel Street, Mill Hill Street, Penzance Street?
These are either old cobbles, uneven places, or just stones and rubbish.
Young Street has been made nice, with all the trees and grass -- until you get to the bottom.
