I TOTALLY agree with Mrs H Hamer's remarks about litter louts (LET, August 29).
It is so sad to see people who don't care in the least where they drop their litter.
But, having said that, I have commented many times about the lack of litter bins in Blackburn, particularly on the Boulevard.
We cannot educate people if there is nowhere to deposit their litter, because very few will take it home with them.
