PLANS to tackle household waste and solve environmental problems in Lancashire will soon be unveiled.

Lancashire County Council, the 12 district councils and the unitary authorities of Blackburn with Darwen and Blackpool have worked together over the past three years to prepare the strategy.

Their officials have also liaised with citizens after sending questionnaires to every household in the county.

The first aim is to reduce the amount of waste being collected by providing 100,000 free composting bins and educating the public on their use.

The strategy also aims to reduce the use of landfill sites for household waste because of the toxins they produce. The group is still undecided whether to incinerate a percentage of the county's waste and will review the process in 2005.

This delayed decision on incineration has caused upset for Arrow, an environmental lobby group from Skelmersdale.

Coun Richard Toon, chairman of the waste strategy steering group, said: "Arrow has just focused on this aspect of the strategy and have put out scare stories about incineration.

"If everyone works together, there may not be a need to use incineration."
