WHEN we look around Blackburn, there is so much spray-can graffiti, often offensive, even in places where there is closed-circuit TV surveillance. Most of these hideous scribbles are by youngsters encouraged by American sub-culture which is often prompted through the pop media, etc.
Shopkeepers should be banned from selling paint spray cans to youngsters under a certain age. Those caught spraying should be made to publicly scrub the slogans off as a punishment and a deterrent to others.
No doubt, though, the do-gooders would object, finding the humiliation too extreme.
Any ideas from the council elect?
