PLANS to convert three empty shops in Nelson into food or drink premises look likely to be refused by councillors because they go against the Pendle Local Plan.
Botany Investments Ltd has applied for a change of use for the former Cost Cutters Frozen Food site, which has been empty since April last year and the ground floor of Thrifty Clothes Shop, which has been vacant since February this year.
Cavendish Newsagents, which is included in the plans, has also now become empty.
But planning officers have recommended that the application, which was referred to Policy Committee from the Nelson Committee, be turned down.
Their reasons are that the proposed use would far exceed the 25 per cent limit for non-shopping use in the town centre, it would put the strategy for the town centre at risk and have an adverse impact on the shopping area.
