IT is clear some people have been misled by the 'heading' over my letter (Letters, June 12). Surcharging would apply to non-voting, eligible voters only.

Ticking the 'abstention' box on the ballot paper would be treated as a 'vote' and your name would be ruled out on the register.

The 'heading' would have been clearer as 'not voting at a price' and not 'abstentions at a price.'

D PRATT (Mr), Plantation Street, Accrington.
