LANCASTER city council has appointed a new man to help councillors scrutinise their colleagues.
Richard Tulej will head the council's policy unit which will work with the four new review boards which will oversee the council's new leader and cabinet.
Mr Tulej, 48, is being seconded firm the engineering department where he has overseen projects such as the Morecambe regeneration, River Lune Millennium Park and took part in the project team which built the new Lancaster Bus Station.
He said: " "I'm looking forward to working with members and colleagues in helping the authority rise to the challenges ahead."
