WHILE strolling into Blackburn town centre one wet and windy day, I espied a waterfall -- at the new entrance to the five-day market in Penny Street.
It has been like this whenever it rains since it was built. The glass canopy does not channel water into the trough on the left-hand side and it runs over so that shoppers get a soaking. Who in the 'ivory tower' is the weakest link, not doing his homework?
