MOTORIST David Campbell was not in control of his vehicle as he approached a busy road junction, Bury magistrates were told.
Although he was only travelling at 10mph and the traffic lights were on red, he was seen by a policeman using a mobile phone, smoking a cigarette and had no hands on the steering wheel.
Mike Church-Taylor, prosecuting, said the 38-year-old was also seen to cut in front of another vehicle at the last moment.
The court was told that Campbell, of Connaught Street, Bury, had been convicted by an early court hearing when he failed to appear.
He was fined £300, ordered to pay £75 court costs and had four penalty points put on his licence.
