PLANNERS are set to refuse a proposal to build a house in Stacksteads which would be built out into a lodge.

The detached house with integral double garage is proposed to be sited between Rosebank and Rosebank Lodge with one elevation built into the water.

The plans, to be discussed at the engineering and planning sub-committee on Tuesday, have prompted five letters from neighbours concerned about the possible affect on wildlife and the beauty of the area.

The application crosses the Rossendale boundary into Bury Metro's area which is designated green belt. Officers will report: "There is a visual relationship between the lane (Rosebank) and the lodge where the land narrows bringing the two closer together.

"It is considered that a dwelling house situated on this tight triangle-shaped site would intrude and disrupt the relationship.

"It would further create a hard urban edge to the soft edge that the lodge offers to the Green Belt boundary.

"The shape and character of the lodge itself would be effected by the development due to it being partly developed into the water."

Councillors will be told the plans contravene local and national policy and should be refused.
