INSTEAD of having men pushing barrows and using sticks to pick up bits of paper doesn't the Council give them stiff brushes and get some of the leaves and rubbish swept up?
They are a danger to the elderly, especially now when the leaves are falling all over the pavements. When they are wet, it makes them even worse for those who are walking.
