THE county council is spending £430,000 on 10 new employees in order to give it a better 'locality focus'?

No, I'm not sure what it means either. But what I do know is that it is a lot of money.

From what I can gather, it's so they can tell county councillors what's going on in these districts and improve relationships between borough and county councils, and produce newsletters to tell us what the county council is up to. And this after they have only had a hundred and odd years to make their presence felt.

Sounds to me like the County Hall folk have at last discovered that most people don't know what they do.
