BLACKBURN town centre is still a place to be avoided at the weekend due to the minority of thugs intent on spoiling decent people's nights out.
I have seen groups of youths outside King George's Hall drinking out of cans and bottles at 5am on a Sunday.
This is right next to Blackburn police station. It does not inspire confidence does it?
