Further to the Citizen last week, about the controversial new car park on the field outside County College (Lancaster University).

I believe it is dishonest of the university to claim that its Green Transport Policy plan ' has been approved by the city council as part of the submission for new residences' be-cause the Green Transport Plan has not yet been submitted to the council.

I understand that a draft is expected to be ready next month.

Planning approval is conditional on the plan being good!

As a Green city councillor for Scotforth West Ward, which is badly affected by the fumes, danger and noise from the thousands of cars travelling to and from the university each day (mostly travelling a short distance with a single occupant), I am eager to see the details of this long-awaited Green Transport Plan.

I was one of several campaigners involved in drafting a Green Transport Policy for the university in 1996/7, but it was never adopted.

University management did not see walking, cycling and public transport as a priority.

It's hard to believe that the university is now committed to green transport - over the last few months it has continued to bend over backwards to encourage and placate drivers.

For example, parking is very heavily subsidised (drivers pay only 7p per working day for an annual permit, yet it costs the University around £2 per day to provide each space).

New car parks have encroached onto fields, and the ban on parking for first year students was recently lifted.

I have yet to be convinced that the repeated complaints from staff and students about overcrowded buses and the dismal, dank state of the underpass (main bus stop) are being taken seriously, but I would be very happy to be proved wrong!

Cllr Emily Heath, Green Party, Scotforth West.
