ON August 1, I visited the French Market in Church Street in Blackburn town centre and noticed horse droppings on the pavement at the corner of Penny Street.
On August 7, I visited the town centre again and I could not believe my eyes when I saw that the same horse droppings were still on the pavement, six days later.
Street cleaning?
