TENANTS in Hyndburn can look forward to a better deal in the private sector after 27 landlords signed up to the borough's accredited scheme.

And one of the instigators of the scheme has called on the council to implement a similar scheme for tenants.

The scheme was officially launched on Wednesday, and the landlords currently going through the accreditation process own 319 properties between them.

So far 163 landlords have expressed an interest in the scheme, which was set up to address the image and problems associated with the private rented sector.

The idea was originally raised by the West Accrington Residents Association (WERA) four years ago. The group researched similar schemes and took their findings to the council.

The council then made a successful bid for a £125,000 Neighbourhood Renewal Fund (NRF) grant which signalled the green light.

The scheme is voluntary and sets a standard for properties with the aim of attracting respectable tenants and reducing anti-social behaviour.

There will be a two-stage accreditation process, with applicants who do not meet the criteria being given advice. Those already meeting the standards will be presented with a certificate.

They will be actively promoted by the council, and will also be eligible for improvement grants.

Wednesday's launch include the presentation of the first batch of certificates to successful applicants.

Michael Parkinson, the former vice chairman of WERA and still a member, was involved in researching the scheme.

He said: "We are very pleased about it but we would also like them to take it a stage further and accredit tenants. Quite a few other organisations do it.

"If you have got a tenant who has stuck to the rules, paid the rent and not disturbed the neighbours, they get a certificate which they can use as a reference when they want to move. We reward good landlords now so why not reward good tenants?"

Councillor Tony Dobson, Hyndburn Council's portfolio holder for housing, said: "The scheme is excellent for Hyndburn, and demonstrates how working in partnership can bring benefits to the community as a whole.

"It is in effect a quality benchmark for tenants looking for accommodation, and acknowledges the responsible role landlords play within the community."
