A MULTI-million pound deal set to revitalise Blackburn Shopping Centre was rushed through in a tax-breaking deal.
The major insurance company Standard Life took ownership of the centre by buying out property group London and Edinburgh Trust for an undisclosed sum.
And a £6,000 price was placed on the head of the Hyndburn sex beast. This followed four attacks in the area believed to have been carried out by the same man.
