HOW pleased I was to read about a Bill due to come before Parliament in May which will shame and name brutal animal owners. Anyone who is convicted of cruelty to animals or banned from keeping pets or farm animals will have their name included on a national register like sex fiends.
This register will be available to police and all local authorities enabling the powers that be to track down people who move in order to disguise their evil past. At last the government has recognised the need to help poor defenceless animals by stopping these shameless people from keeping animals in the future.
