BURY Council's official newspaper has been reported to the standards board by the town's top Tory.
Councillor Roy Walker has formally complained that Bury Metro News was delivered to households after April 30, when the notice of election was published.
The rules say that, during an election period, council publicity should not feature politicians.
Town hall officers did remove copies of the paper from council buildings, but Coun Walker says that people in Summerseat and Greenmount received their copies on the weekend after April 30.
The Tory leader has also complained to the district auditor, saying that Bury Metro News is biased.
"Council newspapers have to be balanced, fair and even-handed," he said. "But this is not. The latest issue features 18 Labour photographs and no Conservative ones, and there are 42 references to Labour and none to us."
A spokesman said that the council had stressed to the distributing company that all copies of the newspaper should be delivered before April 30, the notice of election date.
He added: "We are investigating Coun Walker's claims that a few copies were distributed over the weekend of April 30-May 1."
