THE money for the Longfield fountain is effectively a ring-fenced "gift" of the Sainsbury site developers and when the new buildings are complete it will be the centre piece of the shopping piazza.
I was a Sedgley councillor when the decision was made to fund improvements to the Longfield by ring-fencing its rents precisely not to impinge on council tax. And I remember the fountain plan passing through committee without Tory objection.
