COUNCILLORS approved plans to convert a former printing works into a hostel. Blackburn Council's development group agreed to a 20-bed hostel for young people on the site in St Peter Street, Blackburn. Plans were approved after refusal just weeks before following concerns that the conversion would generate extra traffic.
