AT long last, the government seems to be doing something I approve of -- clamping down on the deplorable offence of driving while uninsured.
For too long now the going rate for this has been a derisory fine of around £150 -- and that's only for the one in 20 who have been caught.
For at least 20 years car owners in France have had to display on their windscreens a small version of a valid insurance certificate. Let's do the same here, and give us a hotline to ring to report missing or expired certificates.
