A CONCERNED MP today claimed lessons had not been learnt at a psychiatric hospital after a man escaped twice in two years.

John Hill, 32, was sent to Kemple View hospital, Langho, in 2002 after being convicted of making threats to kill. But he absconded in August 2003 -- and again on Wednesday.

In the latest incident, he forced a window to get out and police searching the surrounding area have appealed to residents to check their property for signs he may have been sleeping rough.

Kemple View is now carrying out an internal review, and police have said Hill does not present a danger to the public.

Ribble Valley MP Nigel Evans called for security measures to be stepped up after Hill disappeared for the first time, even though he was returned to the private facility, run by Partnerships in Care Limited, within 24 hours.

Today he said: "Clearly this is alarming that the same person has absconded for the second time. I would rather hope that extra attention would have been paid to anybody who has absconded as clearly they have got previous form in this area."

Kemple View offers 64 beds for men and women with 'severe and enduring' mental health problems. Patients are detained under the Mental Health Act. Bosses say the facility is low security, with patients who do not pose a great risk to the local community.

Local councillor Graham Sowter today said the patients posed no threat to locals, and the issue should not be sensationalised.

A spokesman for Kemple View said: "In the event any patient absconds we do do a full internal review and that review is taking place right now at the hospital.

"Any sightings of the patient should be reported to the police."

Graham Ashcroft of Lancashire police said: "We are concerned for Mr Hill's welfare as it's rare for him to leave the hospital and he isn't dressed appropriately for this time of year.

"Mr Hill isn't thought to be a danger to the public but if he is seen he shouldn't be approached. Instead people should contact the police."
