DOG owners in Rossendale will be forced to keep their animals on the lead in designated areas as of October 19.
The council have approved plans to enforce a “dogs on leads order” which will punish any dog walker who does not have complete control over a pet.
The order reads: “A person in charge of a dog shall be guilty of an offence he does not keep the dog on a lead of not more than two metres in length, unless he has a reasonable excuse for failing to do so, or the owner, occupier or other person or authority having control of the land has consented.”
The order will be applied in cemeteries, allotments, car parks and formal or memorial ornamental gardens all highways including public roads, pavements, verges, footways and carriageways managed by Lancashire County Council.
