Police stopped a motorist after seeing him repeatedly slow to a crawl and then speed up.
Blackburn magistrates heard when they approached Adeel Akram his eyes were glazed and he was slurring his words.
A drug swipe showed positive for cocaine but Akram refused to provide a specimen of blood for analysis.
Akram, 41, of Chapel House Road, Nelson, pleaded guilty to failing to provide a specimen for analysis.
He was sentenced to 12 weeks in custody suspended for 18 months with a requirement to work with the probation service and 100 hours unpaid work. He was fined £50 and ordered to pay £85 costs and a £154 victim surcharge.
