A major mixed-use development featuring more than 300 homes, a care home, retirement apartments, a supermarket, drive-through restaurants and padel courts is proposed on land west of Lytham St Annes Way in St Annes.

Developers River Properties Ltd have submitted plans for a scheme on farmland at Wildings Lane, around 2km east of St Annes town centre.

The proposal includes up to 302 homes, retirement living apartments, a 66-bed care home, a food store, commercial and leisure units, padel courts, two drive-through restaurant or coffee shop units, public open space and a children’s play area.

The site would be accessed via a new priority-controlled junction from Lytham St Annes Way.

According to a transport assessment submitted with the application, the supermarket could measure up to 1,912 square metres, while the commercial and leisure unit could provide up to 2,322 square metres of floorspace.

Two drive-through units are also proposed.

The scheme follows an earlier planning application submitted in 2016 for 550 homes and a local centre on the same site.

That application was never progressed to a final decision.

Developers argue the site is accessible by walking, cycling and public transport.

The transport report states that nearby facilities, including Clifton Primary School, St Annes High School, Booths supermarket and Ansdell Medical Centre, are all within walking distance of the proposed development.

The assessment also notes the development would connect directly to existing footways and cycle routes along Lytham St Annes Way, while bus services operate nearby on Heyhouses Lane and Ansdell & Fairhaven railway station is around 2km away.

Traffic modelling carried out for the application predicts the new site access junction would operate within capacity in both morning and evening peak periods.

The report also concludes that nearby junctions, including the A583 Preston New Road/Hallam Way roundabout and the Lytham St Annes Way/Whitehill Road/School Road/Cropper Road roundabout, would continue to operate within capacity with the development in place.

Although modelling suggests the Lytham St Annes Way and Blackpool Road junction could experience capacity issues by 2035, consultants state it is already operating under pressure and that the additional impact from the proposed development would be modest and not severe.

The transport assessment concludes that the development would have safe access arrangements, be accessible by sustainable transport modes and that its impact on the local highway network would be acceptable.
