A developer is requesting permission in principle for nine homes in Rawtenstall.

Maybern Planning and Development submitted the application to Rossendale Council for the erection of the properties on land north of Waingate Close.

 The application is set within rough grazing land that lies to the west of Marl Pits Leisure Centre.

A planning statement said: “The delivery of nine dwellings within the proposed developable area would enable the provision of modern family homes with parking (some dwellings including garages) and garden areas.

“The access road would incorporate footpaths and a turning head for residents and waste collection/other vehicles.”

The applicant pointed to the fact that the council could not demonstrate a five-year housing land supply.

In addition, the site was not deemed sensitive in terms of landscape and visual position due to the buildings and infrastructure of the golf driving range and garden centre to the north.

The planning statement added: “The site lies on the very edge of the settlement and is immediately adjacent to existing dwellings on the southern boundary and contained visually by dwellings to the east and the leisure centre building and car park to the west. 

“In addition, views of the land to and from the north are also set against the rear of dwellings of Marl Pit Road and in the context of the buildings and infrastructure of the golf driving range and garden centre to the north.

“The site is not therefore considered overly sensitive in terms of landscape and visual position. The site is in close proximity to main bus stops with high frequency services and to a range of amenities.

“The leisure centre access road has a footpath to one side and lighting to the road and car park area.  Newchurch Road also has pavements and is lit. "

Developers have also pointed to social benefits, the contribution of nine new family homes, economic benefits for housebuilders and employment opportunities, and the environmental benefits from the lack of loss to trees.
