Parking in a spot you shouldn’t can result in a Parking Charge Notice (PCN) and some areas have more of these fines issued than others, including one city in Lancashire.
Millions of PCNs are issued across the country every year, generating hundreds of millions of pounds for local councils.
It’s thought that few drivers realise just how concentrated that enforcement activity really is, with a handful of streets accounting for a disproportionate share of PCNs in every city.
To find out exactly where those hotspots are, NetVoucherCodes submitted Freedom of Information (FOI) requests to local councils across the UK, asking them to identify the single street in their area that issued the most PCNs in 2025/26, as well as the income generated from each street.
Lancashire street among the most fined in the UK
Corporation Street in Preston ranks in 6th place on the list of the top 15 most fined roads in the UK.
Lancashire County Council issued a total of 39,267 PCNs to drivers in 2025/26, making more than £1.7 million from fines alone.
The FOI revealed the council has made £1,714,301 from drivers parking incorrectly in the city.
This could be down to drivers on Corporation Street using sections of the road which they aren’t permitted to use.
NetVoucherCodes said: “Corporation Street forms part of Preston city centre’s controlled traffic network, where certain sections are designed to prioritise buses, taxis, pedestrians, and other authorised vehicles.
“Here, drivers are caught out when entering a bus-only section or failing to follow signs that indicate where general traffic must turn.”

Other areas on the list include spots in and around Birmingham, Manchester, Sheffield, Oxford and London.
The top 15 list is as follows, including the road name, the local council, number of tickets issued and the total income made from the fines:

Camden Borough Council earned the most money from PCNs in the time period, the only council to have an income that exceeded £4 million.
The council didn’t dish out the most PCNs though, with Birmingham City Council taking the top spot with 100,985 tickets issued.
