Lancashire County Council said the restriction will apply from 9am to 5pm on September 3 and September 4.
It will operate each day during those hours, unless the work is completed earlier.
The limit will cover a 100-metre section of Harbour Lane, starting 414 metres east of its junction with Briers Brow.
No motor vehicle may exceed 40mph along this section while the order is in force.
The council said the measure is needed to allow ducting to be installed for a customer’s fibre provision order.
The notice was issued under Section 14(1)(a) of the Road Traffic Regulation Act 1984, as amended.
Police, fire and ambulance services have been informed.
The restriction will end after September 4, or when the works are complete, whichever comes first.
