A man sent text messages to a counsellor at a women's charity which contained threats of death or serious injury.
Blackburn magistrates heard that in one of the messages David Stratton referred to the Dunblane and Hungerford incidents.
He also claimed he had been visited by anti-terrorism police and claimed the charity, Lancashire Women, had criminalised him.
Stratton, of Barrowford Road, Colne, pleaded guilty to sending a communication threatening death or serious harm.
The 66-year-old was made subject to a community order for 12 months with a 20-day rehabilitation activity requirement and 120 days of alcohol abstinence monitoring.
He was fined £100 with £85 costs and £114 victim surcharge.
District Judge Alexandra Preston said the defendant was 66 and one thing he hadn't learned in his life was that he shouldn't drink alcohol.
"A lot of your previous convictions relate to alcohol," said District Judge Preston.
"When you drink, you binge drink, and then you do things like this. I accept you haven't been in trouble for seven years, but you have done things like this in the past. The person you sent these bizarre messages to was someone who was trying to help you."
Lyndsey Vinden, prosecuting, said police were called by the female counsellor at Lancashire Women who had received eight "disturbing" text messages from the defendant.
"She was raising concerns for the defendant's safety," said Miss Vinden.
"He made several threats and said he would carry out a Dunblane or Hungerford-type attack."
She said when he was interviewed, Stratton said he was drunk at the time of sending the messages and had not intended to cause any distress.
Mohammed Anwar, defending, said there had been a deterioration in her client's mental health in recent months, and he had been drinking as a coping mechanism.
"He had been in contact with Lancashire Women and had been speaking to a counsellor with a view to getting some help," said Mr Anwar.
"He did not intend to carry out any of the threats he made but accepts responsibility for his actions.
"His mental instability combined with his binge drinking led to him behaving in this way."
