Search the Public Notice PortalPlans have been submitted to transform a vacant basement retail unit in the heart of Clitheroe into a new restaurant and bar linked to the town's historic Swan & Royal Hotel.
The proposal would see the unit at 3A Swan Courtyard, which was previously used to sell personalised clothing and merchandise, converted into a food and drink venue known as Churchill's. The name is intended to reflect Sir Winston Churchill's association with the Swan & Royal Hotel.
The basement premises are accessed via steps from Swan Courtyard and can also be reached from a car park off Lowergate. The space sits beneath existing buildings in the courtyard and above it is an existing restaurant.

According to the design and access statement, the new venue would be operated in conjunction with the Swan & Royal Hotel, with food prepared at the hotel before being served at the new restaurant. Licensed drinks would also be available.
Internal refurbishment works are planned, including the installation of seating areas, a bar and toilets. Existing stone walls, columns and the vaulted ceiling within the basement would be retained as part of the scheme.
Externally, only limited alterations are proposed. These include replacing entrance doors, adding timber security shutters and fitting new doors and glazing at access points from Lowergate and Swan Courtyard. The application states that these changes would have a painted timber finish and are designed to fit within the existing character of the site.

The applicant, who recently purchased the Swan & Royal, says the new restaurant would provide another source of income for the business and help secure its long-term future. The plans state that Churchill's could create six full-time and six part-time jobs.
Documents submitted with the application also say the business sources its food locally and that the restaurant would increase demand for supplies from other local firms.
The site lies within the Clitheroe Conservation Area and is close to the Grade II-listed Swan & Royal Hotel. The statement argues that the proposed external works are minimal and would not harm either the conservation area or the listed building.
The venue would be open to both hotel guests and members of the public if planning permission is granted.
