C49 Architecture Ltd have submitted the proposal to develop the homes on land in Burnley Road, Loveclough.
Permission is sought for the erection of the properties with associated public open space, landscaping and development works.
A design and access statement said: “The application site occupies a sustainable and accessible location on the edge of the existing settlement of Loveclough and represents a logical opportunity for residential growth within the Borough of Rossendale.
“The site benefits from direct frontage to Burnley Road and is well related to existing residential development, community facilities, public transport services and the wider strategic road network.”
Within the plans, developers hope to build approximately 10 affordable homes and contribute towards meeting housing needs within Rossendale.
The site is currently characterised by residential development, allotment gardens and landscape features.
Developers argue that existing vegetation, ecological corridors and a watercourse traverse the site and provide “opportunities for biodiversity enhancement and the creation of a robust green infrastructure network”.
A range of dwelling types and sizes are proposed, including detached, semi-detached and terraced housing.
The statement added: “The proposed development will generate significant economic, social and environmental benefits.
“The delivery of housing, affordable housing, biodiversity enhancement, public open space and economic investment represents a substantial package of public benefits that extends well beyond the application site.
“The proposal therefore makes a meaningful contribution towards sustainable development and provides clear benefits to both existing and future communities.”

The applicant says the development is positioned in relation to facilities and services, and that residents would benefit from access to public transport services along Burnley Road.
Proposals have already been met with 25 public objections, with residents raising concerns about wildlife in the area, including being a “haven” for deer, squirrels, badgers, foxes, frogs and ducks.
They added that the area has already experienced an increase in traffic from nearby housing developments and that schools, doctors and dentists are already oversubscribed in the area.
