Steven Hargreaves submitted the plans for the site of The Old Glory, in Burnley Road, Loveclough, to create three detached family dwellings.
The applicant has sought permission in principle for the development, which will use the original curtilage of the pub.
A planning statement said: “Being a Stage 1 application, the proposal should only be assessed on the basis of the acceptability of the site’s location, land use and amount of development.
“Any technical matters beyond this are to be considered under a future Stage 2 application.
“The National Planning Policy Framework supports boosting housing supply, and this proposal will supply high-quality family homes at this time when the Council needs to deliver additional housing.”
The development has received two objections from the public, with residents stating that the planning application could cause issues with highway safety and inadequate parking.
They added that there had already been significant development in the local area and there was additional pressure on roads, parking, public services and the character of the neighbourhood.

One objection said: “The road already exists of significant parking stress. There is a high level of existing on-street double and pavement parking which restricts the road to a single lane in many places. This presents a severe hazard to pedestrians, particularly the elderly, wheelchair users, and those with pushchairs.
“This development access will significantly increase the high risk of traffic collision.
“For instance, the adjoining car park to the rear of the Glory apartments is non-functional due to the steep incline, causing the residents who reside in the apartments to park at the front of the building, causing issues as previously mentioned above.”
