The restriction on Lord Street at its junction with Bacup Road is due to start on July 20 at 7pm and end at 6am the following day, or when the work is complete.
Lancashire County Council says the measure is necessary so that JN Civils, working on behalf of Openreach, can carry out new service connection works safely.
The council says the restriction will be imposed "without delay" under the Road Traffic Regulation Act 1984.
A signed diversion route will be in place for affected traffic.
The prohibition does not apply to those directly involved in the works.
