A vacant retail space surrounded by residential flats could be turned into a corner shop that serves alcohol from the crack of dawn until late at night.

Councillors are set to review the application to turn the former barbershop at 330 Padiham Road in Burnley into a convenience store on Thursday, where they will weigh up the request for a licence to serve liquor from 6am to 11pm.

The applicant is a firm that operates similar licences across the north west, SSAAT Ltd, which states in its application that selling alcohol will not be the main purpose of the business but will allow the retailer ‘to offer an improved all-round convenience service.’

Their application states: “The proposed alcohol sales would just be a part of the overall business alongside all of the other goods.”

SSAAT Ltd also committed to a number of crime and disorder prevention measures in their application, including CCTV with a 28-day recording system, a Think 25 training process, and a written record of all alcohol sale refusals.

They also stated that staff would be ‘vigilant’ about associated litter and young people congregating outside the premises, with any criminal incidents being recorded in a logbook.

However, with residential flats both above and below the proposed corner shop, as well as on the road adjacent to it, some concerns were raised by people who live nearby.

One concerned neighbour wrote to the licensing committee to raise issues they had with the proposal, questioning the need for more off-licences in the area.

"We already have at least four or six off-licences within walking distance. The area does not need another one," the neighbour began, before citing worries about noise, littering, and anti-social behaviour, linked to its late opening hours.

They went on to explain that they had already experienced some of these issues from similar businesses in the area, which they said became worse in the summer months.

With a young child, the resident added they were worried about the impact the premises could have on them.

However, amid the 15 total objections to the alcohol licence, which variously mentioned potential parking issues, crime and nuisance behaviour as issues, the person who owns the building has spoken out in favour of the new shop.

"I am the landlord for this property that has applied for the licence. I fully support this application and have spoken at length to both of my tenants who also fully support this application,” they said.

Adding: “I have over 100 properties around Burnley and have a very good reputation as a responsible landlord, as all my tenants are good, honest working people and all contribute to the local areas by providing good clean commercial property.”

However, a report from Environmental Health raised concerns about the noise impact on the shop’s upstairs and downstairs neighbours, with ‘a significant risk of noise breakout and disturbance’ for nearby residents.

They also noted the 2008 application to convert 330 Padiham Road’s ground floor into a barbershop, which expressly stated that it could only open in daylight hours during the week, with only a Saturday morning opening on the weekend. This was ‘to avoid disturbance to the adjacent dwelling.’

Burnley Council’s Licensing Sub-committee will meet on Thursday at 10.30am to determine the outcome of the application.
