Plans to build a new skatepark in Heysham have been approved, paving the way for a new facility aimed at young people in the area.

Lancaster City Council has granted permission for the development at Douglas Park on Emmaus Road, with construction set to take place on a disused multi-use games area (MUGA).

The project will see a concrete skatepark with ramps, obstacles, and seating installed on the existing hard surface.

Addressing lack of facilities

Planning officers backed the scheme, saying it would help address a lack of provision for teenagers in Heysham.

A report highlighted that there are "significant deficiencies" in youth play space locally, with calls for skateparks and similar facilities raised in previous studies and consultations.

The existing MUGA has fallen into disuse in recent years, with no markings, goals, or active use remaining.

Officers concluded the skatepark would represent an improvement, stating it would provide "betterment in provision" compared to the current site.

What is planned

The development will include a range of low and medium-height ramps and street-style features designed for skateboards, BMX bikes, scooters, and wheelchair users.

The facility is intended to cater for all abilities, from beginners to more experienced riders.

Plans show the skatepark will be built entirely within the existing hardstanding area, covering around 150 square metres of rideable space.

Concerns raised

While the scheme received support, some concerns were raised during consultation.

Comments included worries about antisocial behaviour, noise, and potential impact on nearby house values, as well as general concerns about disturbance.

However, planning officers said such issues were typical of park uses and unlikely to cause significant additional harm.

The report noted: "Noise and disturbance is to be reasonably expected in close proximity to a park."

It also added that antisocial behaviour would need to be dealt with through other means rather than planning controls.

No objections from consultees

Key consultees raised no major objections to the scheme.

Lancashire County Council’s highways team said there were no grounds to refuse the application on road safety, subject to a construction management condition.

The council’s conservation team also confirmed the development would have "no adverse heritage impact", despite its proximity to the Grade II* listed Old Hall.

Sport England did not object to the plans, offering only general guidance as the site does not fall within its statutory remit.

Backing from community engagement

Planning documents show the idea for a skatepark emerged from consultation with local residents and stakeholders, identifying it as a popular option for investment in youth facilities.

An open space assessment found a shortage of provision for teenagers in Heysham compared to other types of recreation space.

Developers argued the scheme would create a modern, inclusive facility while making use of an underused part of the park.

Decision made

Granting approval, Lancaster City Council said the development would promote healthier lifestyles and improve recreational opportunities in the area.

Permission has been granted with conditions, meaning work must begin within three years.
