A “nondescript” builders’ workshop and store in a township conservation area is set to be knocked down to make way for three modern industrial units.

Mr M Pollard has submitted an outline planning application for the scheme on land adjoining the Church Street Garage at 12 Church Street, Church.

The proposal seeks permission from Hyndburn Council for the demolition of the existing builders’ workshop and store and the erection of a replacement builders’ workshop and store, along with three additional commercial and storage units, including parking for cars and commercial vehicles.

The site lies within the Church Canalside Conservation Area, which was designated in 2001.

The vehicle garage at the south end of the site is excluded from the application.

Supporting statements say: “The proposed development site lies to the west of Church Street and is accessed by an existing road serving the vehicular garage, builders’ workshop, store and yard.

“The site forms a yard and a nondescript group of buildings within an insignificant part of the conservation area, but is surrounded by areas that do contribute positively towards its special interest, including terraced housing to the south, the small green space formerly known as King Street, and the canalside mills.

“The proposals involve demolishing the existing builders’ workshop and attached store to clear the site for the proposed new commercial units.

“The new building would comprise a replacement builders’ workshop and store with three additional commercial units.

“The proposed development will create an aesthetically pleasing, high‑specification, high‑quality and sustainable development.

“The application property comprises commercial premises attached to the east side of Albion Mill and forms part of a large group of industrial buildings along the east side of the Leeds and Liverpool Canal.

“The buildings are currently used as a builders’ workshop and store but are not well suited to this function in their current form and make poor use of the available space.

“The demolition of the existing buildings would have a neutral impact on the significance of the conservation area due to their modern form and lack of architectural interest. Their replacement with a new range of modern units would similarly have a neutral impact, given the site’s location within a less sensitive part of the conservation area.”
