Kim Phrama Ltd have proposed to Pendle Borough Council to change the use of a house in Commercial Road into a dispensary.
The company operate from secure locations, with the operation being primarily digital and serving patients across the UK who place orders online or via their telephone service.
If plans are approved, the property will function as a professional dispensary, administrative office and secure storage and delivery hub.
A design and access statement has proposed external modifications, which include fitted security shutters to the front and rear doors and ground-floor windows, and discreet signage to the front elevation.
The statement said: “We feel the submitted application will provide a sustainable and viable future for the building and its users and make a positive impact on the local and wider area.
“The application is retaining an employment use with the change of use with minor amendments to the appearance of the building.
“We believe the proposals are well designed, protect local and neighbouring amenity and are amenable with current policy and should therefore be approved.”
The company say that the premises will be staffed and operational for dispensing, administration, packaging, delivery and customer service from 9am until 5.30pm, Monday to Friday.

Typically, between two and three staff will be on the premises at any one time.
It also adds that there will be no face-to-face over-the-counter sales or public access to the dispensary, and any meetings will be by appointment only.
The statement added: “Vehicular and pedestrian access to the site is off Commercial Street.
"The proposed operation will have little to no impact on the local road network and traffic in the area as its close to all nearby public travel routes.
“Off-street parking would be available for deliveries as current. Refuse vehicles will be able to access the site from the rear of the site.”
