Search the Public Notice PortalPlanners have cleared the way for an eight-month project to build a new four-arm roundabout in a busy gateway road in Blackburn, to start in May.
The £1.75million scheme, which will realign Whalley Old Road, will need a lengthy closure causing major traffic disruption, as the roundabout is installed for new housing developments.
It will serve the controversial Sunnybower Meadow housing estate of 165 new homes currently being built by Vistry Partnerships/Bovis Homes, and pave the way for a proposed 1,500-home development in north-east Blackburn, on 241 acres of land off Brownhill Drive in the future.
An application for a lawful development certificate for the project, submitted to Blackburn with Darwen Council planners by the authority’s highways department in December, has now been approved.
It is envisaged that Whalley Old Road will be closed for the eight-month duration of the works - at the point of the construction works - with a signed diversion route in place.

A planning officer’s report said: “The rationale and the scope of works proposed to enable the capacity improvements to the proposed Vistry (Bovis Homes) to the south of the proposed junction and the potential North-East Blackburn housing development to the north, a four-arm roundabout will be constructed.
“Active travel links will be provided from the Vistry Development to the proposed NE Blackburn Housing area and a shared use raised Parallel Zebra crossing will be introduced to assist the safe crossing of Whalley Old Road.
“Shared use cycle / footways will be introduced to the footways to enhance non-motorised users use of the roundabout.
“The location where the speed limit changes from 30mph to the National Speed Limit will also be altered to reduce speeds at the proposed roundabout junction.
“New surfacing to footways and carriageways will be constructed using asphalt.
“The proposed scheme will be lit with standard steel lighting columns and LED lanterns.
“The construction programme is currently envisaged as approximately eight months.
“The main activities which will take place are traffic management, site clearance, erection of fencing, drainage, earthworks, pavement, erection of streetlighting and signage, and landscaping.
“The development will employ up to 15 construction workers at a time.
“The proposed works involve alterations to the junction which are designed to improve traffic flow and, therefore, constitute, an improvement to the road.
“Such improvement works within and adjacent to the boundaries of the road are accepted as permitted development.
“Noise and traffic impacts cited in objection to the proposal is outside the scope of the assessment of this application.
“Regarding the request for a dropped kerb at 46 Cunliffe Close, the local highway authority confirms that this provision will be included in the scheme.”
