Search the Public Notice PortalA businessman is making a third attempt to redevelop the premises of a former Blackburn care home for adults.
In November, Blackburn with Darwen Council refused to issue a Lawful Development Certificate to Irfan Adam, of Dementia Care and Support at Home Ltd, for his proposed conversion of Dixon House in Gorse Road, Wensley Fold, into a residential home for up to six children.
The care home, which looked after autistic residents and people with learning disabilities, closed after a series of critical Care Quality Commission reports.
Last July, Mr Adam’s proposal to use the building as a large day nursery was rejected by the authority over concerns about the noise of children playing would have on neighbouring homes.
He has appealed that decision to the government’s planning inspectorate.
Now, trading as Mulberry Residential Support Limited of Wesley Street, Swinton, Mr Adam has submitted a new full planning application to turn Dixon House into a children's residential care home.
A supporting statement submitted to Blackburn with Darwen Council says: “Planning approval is sought in respect of a proposed change of use of an existing 10-bedroom adult residential care home to a children's residential care home.
“It is proposed that the home shall be for five residents, seven to 17 years of age.
“Care will be provided on a 24-hour basis, staffed at a level to comply with Ofsted requirements based upon the resident's needs.
“Internally, any alterations will be minor, and the property could easily revert to an adult residential care home or a single-family dwelling.
“Externally, no extensions or alterations are proposed, therefore the character and appearance of the property, including the street scene, will be preserved.
“The property in all respects will retain the appearance of a residential family home, like any other property in the area, including an enclosed garden area providing family outdoor recreation facilities.
“The existing care home has parking facilities for six vehicles, which shall be retained, one space being allocated for the permanent member of staff on a 24-hour shift basis and the other space for visitors and deliveries at scheduled times during the day.
“The residents will be underage for driving, therefore no parking provision is required for the residents.
“Charging points for an EV and an EBike shall be provided, together with six bicycle lockers for safe storage of the resident's bicycles.
“There are no parking restrictions on Gorse Road, should there be insufficient onsite parking for occasional visitors.
“The property is in a sustainable location, with its close proximity to public transport facilities, road networks, schools, neighbouring urban developments, Witton Country Park and Blackburn town centre.”
