The council today launched a survey on the future shape of train services in the borough.
It already has six stations with another just over the border in Ribble Valley but if there is demand, another could be on the way.
Three options have been proposed – Ewood, Lower Darwen and Spring Vale, Darwen.
Whether the idea progresses depends on the response to the survey and any new station would take several years to bring to reality.
The survey is being undertaken as the new Lancashire Combined County Authority (LCCA) gets into gear, bringing together Blackburn with Darwen Council, Lancashire County Council and Blackpool Council to ensure better funding for Lancashire.
A new Local Transport Plan is being developed by the LCCA with an aim of improving public transport, creating better east-west connections, and delivering infrastructure to help businesses grow.
Currently, there are four railway stations on the East Lancashire line from Blackpool and Preston to Burnley and Colne - Pleasington, Cherry Tree, Mill Hill, and Blackburn.
The Clitheroe to Bolton and Manchester line has two more at Darwen and Entwistle, with Ramsgreave and Wilpshire just over the Ribble Valley Council border.
Following a consultation about travel across Lancashire, this new survey is part of a feasibility study looking at three locations for a potential new train station in the borough.
The three potential locations are Ewood, close to Blackburn Rovers' ground, Lower Darwen and Spring Vale, Darwen, the site of a station which closed in 1958.
Bids to reopen the latter in 1999 and 2009 hit the buffers.
Cllr Phil Riley, leader of Blackburn with Darwen Council and transport lead for the LCCA, said: “It’s really important to stress that this is only a feasibility study – we’re right at the very start of what could be a lengthy process, including the need to secure the necessary funding.
“We are absolutely determined, however, to offer improved transport links right across our borough – supporting better journeys for residents and helping drive the future success of the whole area.
“This study will help us understand what matters to local people - whether they’d use a new station, and, if so, where it should be.
“It’s a very quick survey to complete and will help us focus any future efforts in the right place.
"We know that good quality transport directly improves life chances.
“Sadly, for too long, people in Lancashire have been held back by slow journeys and unreliable services and the impact that these have on everyday life and we want to change that.
“By filling in this survey, you can help us shape the future decisions on transport in Lancashire.

"Through the Combined Authority, we can also make the case for big investments to improve transport options in Lancashire – a chance to bring about change that is much-needed.”
