Blackburn-based EG On The Move submitted the application to open a new eatery at its service station in Whitewalls Drive, Colne.
The site is just off the end M65 where it meets the A6068 and near the Boundary Outlet.
EG On The Move, owned by Blackburn billionaire Zuber Issa, wanted the Popeye’s to be an addition to the site which already houses a Starbucks, a filling station and other food options.
It had said: “The addition of a hot food drive-thru will further enhance and have a positive impact on the local area.”
The site would have had parking spaces for almost two-dozen customers and created 20 full-time jobs, and was sited well away from schools in the town.
Complaints from nearby residents had been received, complaining about increased traffic in the area caused by the filling station, with fears adding a fast-food outlet would exacerbate the issue.
Almost 60 objections had been registered to the application on the Pendle Council planning website.
However, at the end of October, the plans were withdrawn, with no explanation given as to why within the planning documents.
EG On The Move has been contacted for comment as to why it dropped the proposal.
