Search the Public Notice PortalTwo more applications to turn family houses into small children’s homes have been submitted to Hyndburn Council.
Cedar Path Ltd have applied for a Lawful Development Certificate to convert 2 Littlewalk Court, Church.
And Nurture North West are seeking planning permission for the conversion of 4 Sefton Close,
Clayton-le-Moors.
A supporting planning statement submitted with the application for Littlewalk Court says: “Cedar Path Care Ltd is seeking a lawful development certificate to use 2 Littlewalk Court as a small specialist care home for a single child with learning difficulties (LD) and/or emotional behavioural difficulties (EBD),
“The property is a three-bedroomed detached house, with three off-street parking spaces to the front and a garage.
“The home will be registered with Ofsted as a one-bedroomed children’s home for children aged seven until their 18th birthdays.
“The child will live at the property long term, hopefully for many years.
“This is not a halfway house or emergency housing for children.
“Children will undergo a stringent impact risk assessment to ensure they integrate with the local community.
“A single child would live at the house, with two carers working on a rota basis sleeping overnight. Six carers would operate on a shift pattern of 48 hours on, 72 hours off.
“It is maintained that there is no material difference in planning terms between the proposed use and the current use as a dwelling.”
A supporting planning statement submitted with the application for Sefton Court says: “The property is a four-bedroom detached house with a two reception rooms, a dining room, kitchen and utility room, which is equipped with a downstairs WC, sufficient to accommodate the proposal.
“The residential curtilage comprises a private driveway for the parking provision of six vehicles and a mature garden and a double garage.
“The proposal comprises the use of the existing property as a home for accommodating up to three vulnerable people aged eight to 17 years old as an Ofsted registered care home.
“Based on this assessment, it is argued that no material change of use would occur as a result of the proposed use of the building as a home for three vulnerable children, and therefore planning permission should be granted.
“The proposed care home will be run by proficient staff overseen by a registered manager with over ten years Ofsted approved experience, seeking to provide quality care for young vulnerable people in appropriate comfortable surroundings
“The home will provide support for young people who have a range of complex individual needs, providing emergency medium[1]and long-term placements.”
The applications will be decided in line with June’s Supplementary Planning Guidance document on Children’s Residential and Supported Accommodations brought into force following the then deputy chair of Hyndburn Council's planning committee Cllr Judith Addison in August 2022 saying there was ‘a mushrooming industry of turning family houses into care homes’ in East Lancashire.
