Search the Public Notice PortalA new Popeye's restaurant could be coming to an East Lancashire shopping destination if plans are approved for the development.
EG On The Move, owned by Blackburn billionaire Zuber Issa, has submitted plans to Pendle Council to open a new drive-thru restaurant at its service station in Whitewalls Drive, Colne.
The filling station, which already has a Starbucks and takeaway options at the site, is just off the terminating junction of the M65, and close to Colne Boundary Outlet.
The application to Pendle Council says: “The site is already partially developed and includes a coffee drive-thru, petrol filling station, car wash and EV charging hub.
“The addition of a hot food drive-thru will further enhance and have a positive impact on the local area.
“The application seeks full planning permission for a single-storey hot food drive-thru unit with associated landscaping and parking.”
Drawings included in the plans show orange and blue colouring for the unit, synonymous with the Popeye’s brand, and EG On The Move has already opened a number of Popeye’s locations, including in Blackburn, Leeds and Wakefield.
As well as a drive-thru, the restaurant would have indoor seating areas for eating in, plus 23 car parking spaces for customers.
Plans state it would create 20 full-time jobs.
A planning statement also clarifies that the restaurant would be more than 800 metres from the nearest high school, meeting requirements for takeaways to be opened out of walking distance from schools.
It concludes: “The proposed development represents a logical and sustainable enhancement to the existing roadside services at Whitewalls Drive, Colne.
“It will deliver a high-quality drive-thru restaurant facility that complements the current offer, supports the welfare of motorists, and contributes positively to the local economy through the creation of 20 new jobs.
“The proposal aligns with both national and local planning policy objectives, particularly in promoting sustainable development, supporting economic growth, and enhancing roadside infrastructure.”
However, the application has already attracted two objections, complaining about increased traffic in the area, particularly along the narrow Greenfield Road close to the site, and about the plan adding another fast-food takeaway to the area.
