Search the Public Notice PortalA local authority’s “clear and carefully planned vision” for one of East Lancashire’s biggest ever housing schemes is now moving rapidly forward with home building developers already showing an interest in the project.
Last week Hyndburn Council’s cabinet approved the start of acquiring the land and property needed to enable the construction of the proposed residential relief road at Huncoat Garden Village.
Building a new £ 6.8m highway is a key first stage in the construction of the controversial £460m project to bring 1,816 new homes to the borough.
It will develop the former power station and colliery sites at Huncoat, creating an extension to the existing Huncoat village for the new housing, which includes 363 new affordable and social properties.
The cabinet meeting authorised the design code for the massive project setting out high standards for the new houses, landscaping and infrastructure.
It also gave approval for the acquisition of land and property to enable the construction of the proposed residential relief road at Huncoat Garden Village and to obtain consent to start the process towards a Compulsory Purchase Order should the council fail to acquire the required land and property by agreement.
The meeting on June 18 also gave delegated authority to the council’s deputy leader Cllr Melissa Fisher and officials to deliver the Huncoat Garden Village project following the council entering a grant funding agreement with Homes England for £29,897,722.

She said: “We are pleased to report strong progress on the Huncoat Garden Village project. Hyndburn Borough Council has secured approximately £30m in grant funding from Homes England to deliver essential infrastructure, alongside the submission of a full planning application for the proposed Huncoat Lane relief road.
“A £2.19m agreement with National Highways will support improvement works at junction 8 of the M65.
“The council has also finalised the Huncoat Design Code, which sets high standards for design and development to ensure new homes complement the character of the existing village.
“There has been encouraging interest from the housebuilding sector, including a local firm, and the council is taking steps to acquire land for the relief road—prioritising agreement with landowners wherever possible.
“Huncoat Garden Village continues to move forward with a clear and carefully planned vision for high-quality new development.”
The overall Huncoat Garden Village masterplan envisages the creation over 15 years of a new village centre; an expanded primary school, additional railway station parking, 60 acres of accessible open space, new woodland and new sports facilities.
The council has selected a preferred contractor to construct the proposed residential relief road.
The former power station site owner and their house builder partner have submitted an updated outline planning application for the site.
