On Wednesday, Hyndburn Council’s cabinet will authorise the start of acquiring the land and property needed to enable the construction of the proposed residential relief road at Huncoat Garden Village.
Building a new £6.8 million highway is a key first stage in the construction of the controversial £460m project to bring 1,816 new homes to the borough.
It will develop the former power station and colliery sites at Huncoat, creating an extension to the existing Huncoat village for the new housing, which includes 363 new affordable and social properties.
Hyndburn Council’s deputy leader and housing and regeneration boss, Cllr Melissa Fisher, will deliver an update to her senior colleagues at the meeting on Wednesday.
She will ask the cabinet to seek approval for the acquisition of land and property to enable the construction of the proposed residential relief road at Huncoat Garden Village and to obtain consent to start the process towards a Compulsory Purchase Order should the council fail to acquire the required land and property by agreement.

Cllr Fisher also asks for delegated authority to deliver the Huncoat Garden Village project following the council entering a grant funding agreement with Homes England for £29.9m.
In the report, she says "good progress continues to be made on the Huncoat Garden Village project".
She salists: “The council entered into the Brownfield Infrastructure and Land grant funding agreement with Homes England on March 31.
“A full planning application for the proposed residential relief road was submitted and subsequently validated on April 3.
“The council claimed and recovered historic costs on the project to date, amounting to £710,569 paid by Homes England on May 29.
“The council entered into a section 274 agreement with National Highways that will facilitate the transfer of £2.19m grant funding to National Highways towards improvement works at junction 8 on the M65.
“The Design Code for the project is being presented to this cabinet meeting for approval.
“The new draft Local Plan was submitted to the Secretary of State for independent examination on Monday, March 10, and public hearing sessions have been set to run over the last two weeks of September this year and a further week from October 7.
“The council has selected a preferred contractor to construct the proposed residential relief road.
“The former power station site owner and their house builder partner have submitted an updated outline planning application for the site, and the owners of the former colliery site continue to engage with several house builders.”
The overall Huncoat Garden Village masterplan envisages the creation over 15 years of a new village centre; an expanded primary school, additional railway station parking, 60 acres of accessible open space, new woodland and new sports facilities.
