Search the Public Notice PortalA family of travellers has applied for backdated planning permission to regularise its use of land at Pendle View Farm in Burnley Road, Altham, as a gypsy site.
The 0.27-acre site was previously hardstanding, and John Varey has made the application to Hyndburn Council.
A supporting document says: "The planning application proposes to change the use of this existing developed site from an area of hardstanding and an agricultural building used for storage to a mixed use that would include the existing use and one gypsy and traveller family site.
"Access to and from the site would utilise the existing opening onto Burnley Road.
"The overall main purposes of this statement are to outline the proposed development and to demonstrate how the development would represent a sustainable form of development.
"We will also seek to confirm the development can be reasonably identified as grey belt land, and that the development is not an inappropriate form of development in the green belt because the site is a grey belt site, the development would not fundamentally undermine the purposes of the remaining green belt, there is an unmet need for the delivery of gypsy and traveller pitches in the borough and the proposed development is in a sustainable location
"The applicant and his family are gypsies and travellers.
"Namely, they are persons of nomadic habit of life, whatever their race or origin, including such persons who on grounds only of their own or their family’s or dependents’ educational or health needs or old age have ceased to travel temporarily.
"The application site is a 0.11-hectare parcel of land approximately 400 metres to the southwest of Altham and to the eastern side of the Burnley Road.
"The family have sought alternative site/pitch accommodation which could provide them with accommodation and personal safety, whilst respecting the cultural needs and heritage of the family.
"None is available in the Hyndburn borough or the wider Lancashire region, meaning that the lack of alternative site provision also carries substantial weight in favour of this application.
"This planning application is retrospective. We intend to introduce trees and landscaping to the site.
"The proposed use of the site is for use as a family traveller site, which in effect is a residential development. No commercial uses of the site are proposed through this planning application.
"We consider that the proposed development follows the government revised provisions in relation to the delivery of gypsy and traveller sites and would result in a sustainable form of development that would provide the applicant and his family with a settled and secure base in the borough."
