The property at property 4 Aston Walk has been empty for almost four years and is in a poor state of repair.
Details of the proposed Compulsory Purchase Order (CPO) are revealed in a joint report by Blackburn with Darwen Council's growth boss Cllr Quesir Mahmood and its finance boss Cllr Vicky McGurk.
It seeks approval to 'initiate compulsory purchase action on the privately-owned property as part of the council’s empty property strategy to reduce the number of long-term empty properties and provide much needed accommodation for the borough'.
The report says: "The property has been empty since April 2021 and is currently in a poor state of repair.
"This garden fronted mid-terraced bungalow is situated in the Blackburn South and Lower Darwen ward of the borough and is set in a row of garden fronted terraced housing.
"The property is freehold and comprises four empty rooms.
"The property has stood empty for almost four years and appears to have been under refurbishment at some stage but has remained in a poor condition since the first inspection in August 2021.
"There is un-boarded partitioning at the entrance, separating it from a front room.
"The majority of the ceilings in the property have been removed and most of the property has been stripped out with no doors or skirtings evident.
"The rear garden is overgrown and open to access as most of the fence panels have been removed with concrete fence posts lying at the bottom of the garden.
"The property is subject to frequent complaints regarding its condition from both local councillors and local residents, including;
"• damp issues at a neighbouring property as a result of a leaking gutter at 4 Aston Walk;
"• the general poor condition and appearance of the building; and
"• The fact the property continues to remain empty.
"Substantial efforts have been made to contact the owner to encourage him to bring the property back into use.
"The council has tried to correspond with the owner since August 2021 and received a negative response from him in November 2021.
"Despite further attempts to contact the owner by post to all known addresses and by e-mail, no response has been received and the property continues to remain in a poor condition which is having a negative impact on the local neighbourhood.
"At neighbourhood level, empty properties attract fly tipping, crime, arson and nuisance."
