David Talbot applied to the borough council to convert the barn at Parsonage Farm in Church Street, Ribchester, in September.
The prior approval application put forward details on the transport and highways impact of the development, noise impacts, flooding risk, the design and external appearance, provision of light, and the location of the building.
A planning statement said the site has a genuine history of agricultural use and the conversion of the barn to a house will substantially reduce the level of this activity on the site.

The conversion to a barn will permanently reduce the amount and potential amount of agricultural traffic visiting the site.
The agricultural buildings which will remain on the site will be retained for storage of equipment only and not used for animal housing.
The conversion will also limit the noise impact from the site, with most agricultural work ceasing and being moved to the nearby Lower Alston Farm.
The applicant is a farmer and bought Parsonage Farm in January 2018. The buildings ceased to be used for agricultural purposes around four years ago aside from a little storage.
The building to be converted stands on the north east side of the group of agricultural buildings at Parsonage Farm.

With this being a prior approval application there are limited details on the design of the building, but a further application relating to this should follow in due course.
